DTI Ilocos Norte Is Training the People Who Advise MSMEs. Their Latest Focus: Intellectual Property Registration.
The DTI Ilocos Norte Provincial Office conducted the "Navigating Counselors toward IP Registration and Unlocking Entrepreneurial Potential" training on May 18, 2026 in Laoag City, equipping Negosyo Center Business Counselors with the knowledge and practical guidance needed to help MSMEs protect and register their intellectual property.

An MSME counselor can only guide a founder as far as their own knowledge reaches. When that counselor understands intellectual property registration, the founders they serve gain access to a protection tool that most small businesses in the Philippines either do not know about or do not know how to navigate. DTI Ilocos Norte closed that gap on May 18, 2026.
The "Navigating Counselors toward IP Registration and Unlocking Entrepreneurial Potential" training was held at the DTI Provincial Office Conference Room in Laoag City, bringing together Negosyo Center Business Counselors for a focused session on IP rights, registration processes, and the entrepreneurial mindset that makes protection worth pursuing in the first place.
What the Training Covered
The session was structured around two connected tracks that address both the technical and the motivational dimensions of MSME development.
The IP registration track was led by Mr. Halen P. Gamisera, IP Rights Specialist II, who walked participants through the importance of intellectual property rights and the practical steps involved in IP registration and protection for MSMEs. For business counselors who work daily with small enterprise owners, that knowledge is not academic. It is the difference between a founder who loses their brand, product name, or process to a competitor and one who has a legal foundation protecting what they have built.
The "Unlocking Entrepreneurial Potential" session was facilitated by a team of Negosyo Center and TIDS staff: Ms. Alicia Ivy M. Bongoyan, Ms. Janice C. Maligsay, Ms. Arianne Mae Bitanga, Mr. Louis Andrei C. Felipe, and Ms. Angelica Ramos. This portion of the training focused on reinforcing the counselors' capacity and motivation to continue empowering entrepreneurs and strengthening negosyo development initiatives across Ilocos Norte.

Why IP Knowledge Matters for MSME Counselors
Intellectual property is one of the most consistently underutilized tools available to small businesses in the Philippines. Most MSME owners do not register their trademarks, do not protect their product names, and do not understand that a brand they have spent years building can be legally claimed by someone else if it has not been formally registered.
The reason this gap persists is not that the registration process is impossible. It is that most small business owners do not know where to start, do not have legal counsel on retainer, and do not have a trusted advisor who can walk them through the process in plain language. Negosyo Center Business Counselors are exactly that trusted advisor for thousands of MSMEs across Ilocos Norte. When those counselors are trained on IP registration, the protection gap closes at scale, one founder conversation at a time.
By investing in the knowledge capacity of its business counselors rather than only running direct-to-MSME programmes, DTI Ilocos Norte is building a multiplier effect into its support infrastructure. One trained counselor can guide dozens of MSMEs toward IP registration. That reach is far greater than any single training event aimed at business owners alone could achieve.
What DTI Ilocos Norte Is Building
The May 18 training is part of a broader commitment by DTI Ilocos Norte to building more innovative, competitive, and empowered MSMEs through continuous learning and institutional collaboration. The inclusion of both IP registration knowledge and entrepreneurial empowerment content in a single training day reflects an understanding that technical compliance and motivational capacity are not separate concerns. Counselors who understand both are better positioned to meet entrepreneurs where they are and guide them toward where they need to go.
For the MSME ecosystem of Ilocos Norte, the downstream impact of this training will be measured not in the number of counselors who attended but in the number of founders who, in the weeks and months ahead, walk out of a Negosyo Center consultation with a clearer path toward protecting what they have built.
