This report presents a comprehensive analysis of Baguio City's startup ecosystem based on five mapping exercises conducted between 2018 and 2025. Drawing from data collected by DICT-CAR, TARAKI-CAR, QBO Philippines, and Ideaspace Philippines, it traces the ecosystem's evolution from a pre-nascent stage in 2018 to its current classification as Level 2: Foundational under the Techstars Startup Community Maturity Model.

The report covers the ecosystem's stakeholder landscape including 34 documented startups, 22 enablers, and key support organizations; a Startup Genome 6-factor analysis; a Triple Helix assessment of the University, Government, and Industry helices; documented challenges and structural gaps; and 15 strategic recommendations for growing the ecosystem toward Level 3 by 2030.

It also addresses critical context for 2026: the sunset of TARAKI-CAR's funding in December 2025, the data staleness of all mapped actors, and the activation of Ordinance No. 063-2023 (Research and Innovation Ordinance) as the most immediate policy opportunity for the City Government of Baguio.
